Will a vicks bath help?

Hugh has been an absolute mess when we go outside today...super watery eyes (lashes staying soaked) that are reddened and a runny nose (clear). Poor buddy! This is the first that we've encountered this. Benadryl helped before naptime but I'm not ready for him to zonk back out so we are trying a warm, relaxing bath. He loves baths!
